He floats into the sewer and is raised by penguins. The people of Gotham "flush flesh flish" to keep the penguins alive. Penguin emerges with some sort of plan to do something. And if you fall from a high place and get licked by cats you get to be Catwoman, a cautionary tale for all the cat ladies out there. Oy.
